Cleveland County Schools administration ignoring public records requests

Public Records Requests were submitted to the Cleveland County Schools admin office on February 17, 2023. There have been a total of 5 follow-ups since then, and still no acknowledgment of even receiving them. There has been no communication with anyone except the Director of Communications, Safety, and Fine Arts, Dr. Greg Shull. I would think that bullying, bullies, fighting, and violence would be considered as safety.

However, the entity that made the requests were advised by Dr. Shull, to bring the requests to the attention of Dr. Wampler and Mr. Gilmore. (Gilmore is retiring and Dr. Wampler is not actually one that would handle these requests, according to their Administrative Staff Services below.)
I heard from another source that had filed a request claim that Rodney Borders, Executive Director of Administrative Services was responsible for handling these requests. I’m not so sure there is anyone responsible for such.

The Cleveland County School’s Public Record Request on their website is not binding, as it is at odds with the present statutes that are related to Public Records Request. Actually, the only information required by the statutes is an email or address to send the documents or content requested.

The document below applies to the Department of Public Instruction, but they also are binding to the schools under their jurisdiction.

I would also surmise, from observing some of the CCSBOE meetings, that several of the board members aren’t privy to what comes in and what goes out, related to such requests. This new regime of board members (Chair +5) relies on committees to make their moves and fill the rest in on a “needs to know” basis. Or more like a “need to reveal”.

There will be a test now to see if the state board and the Department of Instruction will stand behind their nice little presentation of the statute that is being abused by the Cleveland County Board of Education and school administration.
